Flemming Consulting Group is a Houston-based project management and management consulting firm. We plan, execute, and close complex work the way Fortune-scale programs demand — on schedule, risk-managed, and accountable to the number.
Every engagement runs as a controlled project — defined scope, dependency-mapped schedule, live risk register, and reporting an executive can act on. Technology is our deepest bench, but the discipline applies anywhere work has to ship.
Full-lifecycle management from initiation through closeout: scope, milestones, budget, RAID risk management, change control, and executive reporting. Waterfall, Agile/Scrum, or hybrid — matched to the work.
Dependency-mapped cutover planning for application portfolios, server consolidation, and communications systems. Benchmark: 200+ applications moved across six teams, zero production outages.
Entry/exit criteria, staged rollouts, UAT and QA coordination, defect triage, and post-release monitoring with automated release gates. Every release treated as a controlled project cycle.
Process redesign, vendor selection, operational tooling, and delivery governance for organizations of any kind — the same discipline we apply to technology, aimed at how your business runs.
Professional and management training, computer and systems training, and the process documentation that makes it stick — built by someone who has run 100+ person delivery organizations.
SOPs, runbooks, transition plans, and compliance documentation. Clear, complete, and audit-ready — because undocumented delivery is unfinished delivery.
Flemming Consulting Group is a Texas small business serving federal, state, and local agencies. We understand what a contracting officer needs from a vendor: same-day responsiveness, fair and defensible pricing, clean documentation, and flawless first-order execution.
Our founder spent eight years delivering enterprise programs on Fortune-scale accounts — including three years directing infrastructure migration on the Lockheed Martin account — so government-grade rigor is our native operating mode, not an adjustment.
We accept government purchase cards and respond same-day on requirements under the micro-purchase threshold. Capability statement available on request.

Planned and directed migration of 200+ business applications across six engineering and compliance teams against a dependency-mapped schedule — 99.5% first-pass success, zero production outages. Delivered a 12-month server consolidation program two weeks early and cut delivery cycle time from 20 days to 10 by redesigning intake and standardizing 30+ infrastructure workflows.
Managed scope, schedule, budget, and risk for a global VoIP transformation supporting 30,000 users across 350+ locations in a regulated financial-services environment. Led modernization waves covering 120+ locations, reducing communications costs 35% while maintaining 99.99% uptime.
Founded and operate an independent practice: two consumer applications shipped end-to-end to the Apple App Store and Google Play — full lifecycle ownership from requirements through App Review compliance, staged rollout, and post-launch iteration — alongside ongoing technology and operations projects for small-business clients: scoping, vendor selection, budget tracking, and operational tooling.
Dawayne Flemming has spent his career on one problem: getting complex work delivered — completely, on schedule, and without breaking what's already running. Over eight years at DXC Technology he managed the full project lifecycle for enterprise infrastructure programs on two of the most demanding accounts in the industry: UBS, where he ran a global VoIP transformation across 350+ locations in a regulated financial environment, and Lockheed Martin, where he directed the migration of more than 200 business applications with zero production outages.
In 2018 he founded Flemming Consulting Group as an independent product and delivery studio — and proved the discipline transfers. He has since shipped two consumer applications end-to-end to the Apple App Store and Google Play as sole owner of scope, schedule, QA, compliance, and release, while managing technology and operations projects for a portfolio of family-owned small businesses.
He completed his MBA in December 2025, summa cum laude, and returned his practice to its center of gravity: enterprise-grade delivery for organizations that need it done right the first time.
Anyone can claim delivery skill. We point to live products in the app stores, shipped and maintained by this practice.
A social sharing platform shipped to both the Apple App Store and Google Play — full lifecycle ownership including scope, release planning, QA cycles, privacy and App Review compliance, staged rollouts, and post-launch iteration.
